Brazil faces fiscal instability as debt interest exceeds R$ 1 trillion

Brazil is facing significant fiscal challenges as the federal government's debt interest payments exceeded R$ 1 trillion in 2025, representing 8.35% of the GDP. The consolidated debt reached R$ 8.635 trillion by the end of that year. According to the Central Bank, financial institutions increasingly view fiscal risk as the primary threat to national stability, with the proportion of institutions citing this concern rising from 27% in May to 34% in August.

Budgetary pressures are mounting, with projected expenditures exceeding the constitutional 'golden rule' reaching R$ 414.1 billion for 2027, largely driven by social security benefits. Additionally, the government estimates it may need to review R$ 53.7 billion in discretionary spending between 2028 and 2030 to remain within fiscal framework limits. Recent legislation sanctioned by President Lula also introduces changes that economists suggest could impact health and education funding by up to R$ 16.6 billion in 2027.

While the agricultural sector provided a boost to the economy, with the agribusiness GDP reaching a historic high, overall economic growth remains modest. Brazil's GDP grew by only 0.5% in the second quarter of 2026. Political tension has also emerged regarding monetary policy, as Secretary-General Guilherme Boulos criticized the Central Bank's slow pace of interest rate reductions.
