Brazil announces Prospera MEI package to support micro-entrepreneurs

The Brazilian federal government has launched the Prospera MEI package, a series of five strategic measures designed to support individual micro-entrepreneurs (MEIs). The initiative aims to reduce indebtedness, increase access to investment capital, and simplify business operations.

A central component of the package is a proposed supplementary law to be sent to Congress, which seeks to forgive approximately R$ 12.6 billion in tax debts owed by 3.6 million MEIs to the Union. This measure aims to regularize the fiscal status of small businesses and allow them to access credit more easily.

Additionally, the government plans to use the Desenrola 3.0 framework to negotiate roughly R$ 6 billion in private bank debts, requiring creditors to offer minimum discounts of 90%. The package also introduces the Pix MEI program, which provides up to R$ 5,000 in non-reimbursable funds per entrepreneur for productive investments such as equipment and infrastructure.

Other proposed changes include raising the annual revenue ceiling for MEI status from R$ 81,000 to R$ 110,000 in 2027 and R$ 140,000 in 2028. There are also discussions regarding increasing the maximum number of employees a MEI can hire from one to two and easing requirements for issuing tax invoices to individuals.
