Brazil government exceeds mandatory spending with R$18 billion in parliamentary amendments

The federal government of Brazil paid R$18 billion in mandatory parliamentary amendments up to 26 June, surpassing the R$17.5 billion floor required by the 2026 Budget Guidelines by R$567 million. Including all amendment types, total disbursements for 2026 reach R$21.9 billion.

Of the amount above the minimum, R$434 million was directed to health and R$133 million to social assistance, sectors the executive prioritises. The LDO schedule mandates that 70.8% of the funds go to health, 25.9% via PIX transfers, and 3.3% to social assistance. Payments were split as R$11.1 billion to federal deputies, R$3.5 billion to senators, R$4.2 billion to state caucuses, and R$3 billion to non‑mandatory amendments.

The payouts occur amid intense negotiation between the Presidency and Congress, as the government uses amendment execution to maintain legislative support for its fiscal agenda.
