Brazil health insurance: New ANS rules expand self-management plans

Self-management health insurance operators in Brazil are adapting to new regulations introduced by the National Supplementary Health Agency (ANS) in July. These changes, outlined in Normative Resolutions 137 and 649, aim to expand the eligibility and operational capacity of these non-profit entities.

Key regulatory updates include the introduction of multi-sponsorship, allowing companies from different sectors to participate. The rules also permit the integration of various beneficiary categories within a single group, expand eligible family coverage to include relatives up to the 4th degree of affinity, and authorize the sharing of healthcare networks with other types of insurance providers.

UNIDAS, which represents over 100 self-management institutions, notes that these changes allow for a more diverse eligible population while maintaining a focus on patient-centered care. The sector is characterized by its non-profit nature and high concentration of elderly beneficiaries, who make up nearly 30% of their membership—double the market average.
