CGI.br warns AI deepfakes are the top threat to democracy
The Brazilian Internet Steering Committee (CGI.br) has released its Internet, Democracy, and Elections Guide, warning that AI-generated deepfakes and low-quality information have surpassed traditional fake news as the primary digital threat to democratic processes. The report highlights a significant shift in disinformation tactics since 2018: while content previously circulated on open networks like Facebook, it now spreads through more restricted, closed-loop platforms such as WhatsApp.
Experts note that video has become the dominant vector for disinformation, often paired with short text to legitimize false narratives. The rise of generative AI allows for highly realistic, personalized, and sophisticated content that is increasingly difficult for even experienced users to detect. This evolution poses a risk of widespread public distrust.
In response to these technological shifts, the Superior Electoral Court (TSE) has implemented regulations banning deepfakes intended to benefit or target candidates and requiring clear labeling for all AI-produced campaign materials. Additionally, CGI.br has proposed 46 guidelines for social media regulation in Brazil, focusing on algorithmic transparency and corporate responsibility. Meanwhile, media outlets like SBT have launched awareness campaigns using AI to demonstrate how easily human likenesses can be manipulated, emphasizing the necessity of professional journalism in verifying facts.
