Brazil implements new policy for critical and strategic minerals

Following the enactment of Law 15.506/2026, which established the National Policy for Critical and Strategic Minerals, Brazil is moving to define industrialization strategies for these essential resources. The new legislation aims to attract investment and stimulate mineral research, production, and refining to support technological development and the energy transition.

Federal Deputy Arnaldo Jardim, the rapporteur of the bill, described the final legislation as a “middle ground” between private sector freedom and increased state oversight. The law seeks to discourage raw mineral exports in favor of domestic processing to ensure higher value-added stages of the mineral chain are developed within the country.

To facilitate this transition, the Instituto Diálogos will host a seminar in Brasília on October 8 to discuss themes such as international perspectives, rare earth magnets, and value addition. The event, which includes opening remarks by Senator Tereza Cristina, aims to synthesize discussions into a guide for public policy and private sector initiatives.
