Brazil infrastructure faces maintenance and fiscal challenges
Brazil faces significant challenges in managing and funding its infrastructure, balancing the need for new projects with the essential maintenance of existing assets. While the country has demonstrated a capacity to announce and finance new works, experts highlight a critical need to mature its administration of current patrimony to ensure long-term safety and functionality.
Data from the National Land Transport Agency (ANTT) indicates that federal highway concessions involve R$ 306 billion in planned investments and R$ 219 billion for operation and maintenance across approximately 18,100 kilometers of roads. However, fiscal fragility remains a major hurdle. Analysts suggest that while the government aims to increase investment through programs like the New PAC—with projections of R$ 300 billion for 2026—the country may need to invest up to 4.6% of its GDP annually to modernize services, compared to an estimated 2.4%.
Economic instability, including high interest rates and currency volatility, continues to threaten the viability of long-term infrastructure projects. Experts note that without fiscal stabilization, the gap in annual infrastructure investment is estimated at approximately R$ 270 billion.
