Brazil introduces National Policy for Special Inclusive Education
Brazil's Ministry of Education (MEC) has introduced the National Policy for Special Inclusive Education (PNEEI), established via Decree No. 12,686/2025 and MEC Ordinance No. 421/2026. The policy aims to strengthen inclusion for students with disabilities, autism spectrum disorder (ASD), and high abilities or giftedness.
Presented during a training session in Cuiabá, the initiative includes the regulation of school support professionals and the establishment of guidelines for Specialized Educational Service (AEE). A central component of the policy is the creation of the National Network for Special Inclusive Education (RENEEI), which is tasked with supporting implementation, providing continuous professional training, and coordinating efforts between the education, health, and social assistance sectors.
The policy seeks to improve access, permanence, and learning outcomes for special education students amid rising enrollment in mainstream classrooms.
