Brazil joins China‑led AI cooperation to pursue digital sovereignty FAST-MOVING
Brazil has become one of 29 nations signing the founding document of the World Cooperation Organization on Artificial Intelligence (Waico). The organization, announced in July 2026 and headquartered in Shanghai, China, seeks to create a global AI governance framework based on open‑source models that any company or organization can adopt.
Waico is led by China and is presented as a counter‑point to the United States’ Pax Silica initiative, which aims to control semiconductor, critical mineral and energy supply chains. Brazilian AI experts view the partnership as an opportunity for the country to achieve digital sovereignty, but stress that Brazil must invest in critical AI infrastructure and retain control over data produced domestically. Professor Sérgio Amadeu da Silveira of the Federal University of ABC warned that a R$10 million AI project would require half of the budget for cloud services from firms such as Amazon or Huawei.
