Brazil Justice Minister downplays narcoterrorist labels for criminal factions
Brazil's Minister of Justice and Public Security, Wellington César Lima e Silva, has downplayed the significance of international efforts to label Brazilian criminal factions as narcoterrorists. The remarks follow an announcement by the Escudo das Américas alliance—a group of Latin American nations—supporting a U.S. decision to designate groups such as the Primeiro Comando da Capital (PCC) and Comando Vermelho as terrorist organizations.
Speaking at an event in Rio de Janeiro regarding prison system security, Lima e Silva stated that the debate over technical designations is secondary to the public's demand for effective responses to organized crime. He argued that Brazil's existing Anti-Faction Law provides more rigorous mechanisms for combating these groups than the Antiterrorism Law, which requires specific legal criteria to be applied.
The Minister noted that while the execution of sanctions by Escudo das Américas members depends on individual national legislations, Brazil maintains police and legal cooperation agreements with over 190 countries, including extradition and joint operations.
