Brazil Senate advances Statute protecting dogs and cats

The Brazilian Senate approved the Statute for Dogs and Cats (PL 6.191/2025), a legislative proposal aimed at consolidating animal‑rights, defining duties and guiding public policies for the protection of stray dogs and cats. Senators Paulo Paim and Fabiano Contarato highlighted the need for legal frameworks, funding mechanisms and data collection, noting that around 30 million dogs and cats live on the streets in Brazil.

In Maceió, the São Cão shelter launched a collectible‑sticker album that showcases rescued dogs as football stars to encourage adoption, providing each animal’s photo, age, size and temperament. Meanwhile, the State’s Superintendence for Animal Welfare (Subea) started the "Cobertor Pet" campaign, collecting blankets, coats and other items for vulnerable dogs and cats, especially those kept by low‑income families and NGOs.

These initiatives reflect a broader push in Brazil to improve animal welfare through both legislation and community‑driven support programs.
