Brazil launches free driver's licence program for low‑income citizens

A new program called CNH Social will provide free driver’s licences to low‑income Brazilians. The initiative is grounded in Law No. 15.153/2025, which amended the Brazilian Traffic Code to allow states and the Federal District to use revenues from traffic fines to cover all costs of licence acquisition.

Eligibility requires applicants to be at least 18 years old, be registered in the federal Cadastro Único social registry, and meet income limits set by each state. The programme covers medical and psychological exams, theory and practical driving lessons, test fees, retests if needed, and the issuance of the licence.

State traffic departments (Detrans) are responsible for publishing editals that detail the number of available slots, selection criteria and registration periods. While the specifics vary by state, the aim is to improve mobility and open job opportunities in passenger transport, delivery services, logistics and rural work for those who obtain the licence.
