Brazil Tightens License Rules: CPF Blocks, New Toxicology Test, Free CNH Social
Brazilian drivers may face a blockage of licence issuance or renewal if their CPF is not classified as “regular” by the Receita Federal. The Detran automatically suspends the process until the CPF irregularities—such as missing tax returns, data mismatches or duplicate numbers—are resolved, though debt or credit‑score issues do not affect the block.
Federal Law 15.153/2025 now requires a mandatory toxicology test for anyone seeking a first‑time driver’s licence (categories A, B, AB). The exam, costing between R$110 and R$165, must be done in a Senatran‑accredited laboratory and the result entered into the national driver registry. Implementation began gradually, with Tocantins adopting it early and Minas Gerais applying it to applications from 20 June 2026.
The CNH Social programme, created by the same law, offers free licence training and issuance to low‑income adults who are registered in CadÚnico. States and the Federal District allocate funds from traffic‑fine revenues, and Paraná’s Detran announced the first 4,000 selected beneficiaries. Eligibility requires being 18 or older, having an updated CadÚnico record and meeting income limits. The programme covers all exams, classes, test fees and the licence itself.
