Brazil launches national plan to combat structural racism

Brazil is developing its second National Plan for the Promotion of Racial Equality (Planapir) to combat structural racism and social inequalities. The initiative follows a Supreme Federal Court (STF) ruling in the ADPF 973 case, which recognized the existence of structural racism in the country and mandated the creation of an articulated national plan to address institutional inequalities.

A public consultation process has been launched to allow civil society, including Black women's movements, Quilombola communities, and traditional peoples, to contribute to the definition of policies, goals, and actions. The plan aims to establish concrete state commitments through coordinated actions across different sectors, utilizing specific indicators, dedicated resources, and monitoring mechanisms to evaluate progress.

Bárbara Oliveira Souza, Executive Secretary of the Ministry of Racial Equality, emphasized that the plan serves as a state strategy to promote racial and economic justice, as well as historical reparation for marginalized groups.
