Brazil lawmakers propose new tourism regulations
Two separate legislative proposals are currently under consideration in the Brazilian Chamber of Deputies aimed at regulating different sectors of the tourism industry.
Federal Deputy Silvye Alves (União Brasil-GO) has introduced Bill PL 5.539/2026, which seeks to amend the General Tourism Law to establish criteria for 'pet-friendly' tourism. The proposal would allow dogs and cats to accompany their owners in establishments such as hotels, resorts, restaurants, bars, and theme parks, provided that sanitary, environmental, and safety standards are met. The bill aims to prevent generic prohibitions of animals in tourist spaces and recognizes pets as sentient beings that are part of the family unit.
Separately, Deputy Roberta Roma (PL-BA) has introduced Bill 1709/26 to regulate small-scale land tourist transportation. This legislation targets services using vehicles with a capacity of 5 to 7 passengers, excluding the driver. The bill defines various modalities, including transfers, local tours, and event transportation. To operate, providers must be registered with the Ministry of Tourism's Cadastur and obtain authorization from federative entities. The proposal aims to reduce informality and stimulate economic growth within the sector.
