Brazil: Lawmakers push for votes on rural debt and betting bans

In Brazil, legislative efforts are intensifying regarding two major provisional measures (MPs). The Parliamentary Agriculture Front (FPA) is seeking to renegotiate the text of MP 1.376/2026 to expand the scope of rural debt renegotiation. FPA President Pedro Lupion noted that while over R$ 14.3 billion has been renegotiated, the potential exceeds R$ 100 billion. The group aims to meet with Finance Minister Dario Durigan to ensure the measure does not expire on November 12.

Simultaneously, senators from both the government and opposition are calling on Senate President Davi Alcolumbre to expedite the deliberation of MP 1.394/2026, which prohibits certain betting platforms (bets) in the country. Senator Eduardo Braga argued the ban is necessary to protect family resources and public health from gambling addiction.

Regarding the betting ban, the Ministry of Justice has imposed a five-year secrecy period on documents used to draft the measure. Digital Rights Secretary Victor Oliveira Fernandes stated the secrecy is necessary to prevent risks to population security and national financial stability. The betting MP is valid until November 23, with a possible 60-day extension.
