Brazil Senate Extends FGTS Credit Line for Charitable Hospitals to 2030
The Brazilian Senate approved bill PL 2.465/2026, extending the use of Fundo de Garantia do Tempo de Serviço (FGTS) resources for credit operations aimed at philanthropic hospitals and Santas Casas of Mercy until 2030. The measure, authored by Deputy Paulo Pimenta (PT‑RS) and reported by Senator Nelsinho Trad (PSD‑MS), will now go to the President for sanction.
During its previous 2019‑2022 run, the FGTS line financed roughly R$ 3 billion in loans for about 140 charitable health entities, allowing debt restructuring and reducing interest rates from 18% to about 12% per annum. The extended credit also covers non‑profit organisations that assist people with disabilities and complement the public health system (SUS). The proposal does not affect the federal budget because FGTS funds are of a private nature.
