Brazil: President Lula proposes free weekend public transport

President Luiz Inácio Lula da Silva has announced a proposal to guarantee free public transportation on Saturdays, Sundays, and holidays in all Brazilian cities with collective transit services. The initiative will be introduced to Congress via a Constitutional Amendment Proposal (PEC), which is expected to be sent next week.

Lula suggested that the measure, intended to facilitate leisure and family time for workers following the Senate's recent approval to end the 6x1 work schedule, could be financed through the sharing of parliamentary amendments.

Estimates regarding the cost of the proposal vary significantly among organizations. The National Association of Urban Transport (NTU) estimates an annual cost of approximately R$ 20 billion, while the National Confederation of Municipalities (CNM) suggests the impact could reach between R$ 50 billion and R$ 60 billion.

Critics and researchers have raised concerns regarding the technical basis of the proposal. Researcher Marcos Mendes noted that the package lacks sufficient technical studies and could exacerbate economic and institutional crises. Additionally, the Independent Fiscal Institution (IFI) reported that the broader package of government benefits is projected to mobilize R$ 298.4 billion in 2026.
