Brazil mandates Sinir registration for waste‑collector groups, boosting municipal recycling

Brazil is strengthening its solid‑waste management framework. Municipalities such as Urucará are conducting regular organic‑waste collection, emphasizing proper disposal to safeguard public health and the environment while encouraging community participation.

The federal Ministry of Environment and Climate Change has made registration in the National Information System on Solid Waste Management (Sinir) compulsory for cooperatives, associations and other waste‑collector organisations that operate in reverse‑logistics programs. The requirement, set out in Decree 10.936/2022 and Regulation GM/MMA 1.018/2024, obliges companies to verify that partner entities are legally constituted, registered and enabled in Sinir. Compliance ensures traceability of recycled materials, reduces regulatory risk and supports the inclusion of waste pickers in Brazil’s circular‑economy agenda.
