Brazil projects 2027 budget surplus and R$ 1,741 minimum wage

The Brazilian government has announced its budget projections for 2027, forecasting a primary fiscal surplus of R$ 73.2 billion, equivalent to 0.5% of the GDP. Planning Minister Bruno Moretti stated that this positive balance is expected even when accounting for expenses typically excluded from official fiscal targets, such as certain judicial settlements (precatórios).

To achieve this goal, the government plans to limit personnel spending growth to a real increase of 0.6%, adhering to the fiscal framework's floor. The administration also intends to present the Annual Budget Law Project (PLOA) to Congress by August 31.

A key component of the 2027 budget is the revised minimum wage projection, which has been raised to R$ 1,741. This represents a nominal increase of R$ 120 (7.4%) over the current R$ 1,621. Finance Minister Dario Durigan noted that this new estimate is R$ 24 higher than the previous projection of R$ 1,717 made in April.

This adjustment to the minimum wage will significantly impact public spending, as approximately 45% of General Social Security Regime (RGPS) benefits are linked to the floor. Affected programs include INSS pensions, the Continuous Cash Benefit (BPC), unemployment insurance, and the salary bonus. The final value for the minimum wage will be confirmed in late 2026 based on the accumulated National Consumer Price Index (INPC).
