Brazil Minister cites US tariffs and plans public sector reforms

Esther Dweck, Brazil’s Minister of Management and Innovation in Public Services, stated that United States tariffs are complicating the country’s interest rates and fiscal targets. Speaking at an Esfera Brasil event, Dweck also addressed ongoing efforts to modernize the public service through a gradual “transformation of the State” rather than a broad administrative reform.

The minister announced plans to reform Decreto-Lei 200, a 1967 decree that organizes the federal public administration structure. Studies for this update are underway, with the goal of advancing the proposal following the elections.

Dweck also highlighted the government’s priority to address “supersalaries” within the public sector. While noting a societal consensus on the need to tackle payments exceeding the constitutional ceiling, she emphasized that the federal government has prepared a proposal and intends to engage in dialogue with other branches of government to find a balanced implementation.
