Portugal Health Minister discusses SNS financing and management reforms

Portuguese Health Minister Ana Paula Martins addressed the projected 2,679 million euro negative balance for the National Health Service (SNS) in 2027, clarifying that this figure represents estimated financing needs rather than a net loss. She noted that the amount includes investments, current balance, and capital balance.

Martins announced that the Global Reference Framework (QGR) for 2027–2029 will be signed in the coming days to align management instruments for Local Health Units (ULS) and Oncology Institutes (IPO). Additionally, the Minister confirmed the government intends to launch a new wave of public-private partnerships (PPP) in the health sector, aiming to streamline the complex legislative processes involved.

Regarding personnel, the Minister stated that a decree defining fees for contract doctors is imminent, which is necessary for hospitals to finalize annual service contracts by January.
