Brazil Ministry of Planning freezes R$ 16 billion to meet fiscal rules

The Brazilian Ministry of Planning and Budget has released the budgetary and financial programming decree for the fourth bimester of 2026. To comply with fiscal rules, the government has implemented a total expenditure freeze of approximately R$ 16.056 billion within the Executive Branch.

The Ministry of Defense and the Ministry of Education are the most heavily impacted, with frozen funds amounting to R$ 4.344 billion and R$ 1.325 billion, respectively. Other significant freezes include the Ministry of Health (R$ 959.8 million), the Ministry of Finance (R$ 856.3 million), and the Ministry of Transport (R$ 592.9 million).

Despite these freezes, the total amount of contained funds decreased by approximately R$ 1.97 billion compared to the previous period. This reduction allowed for the release of resources to certain sectors, most notably the Ministry of Cities, which saw R$ 1.465 billion in previously frozen funds released for use. The Ministry of Health also saw a minor reduction in its containment. Additionally, R$ 3.304 billion in parliamentary amendments remain frozen. Agencies have until October 7 to indicate which specific programs will be effectively blocked or released.
