Brazil Ministry warns of potential rural insurance subsidy shortages

Brazil’s Ministry of Agriculture and Livestock, through its Risk Management Department (Deger), has warned that agricultural producers may face a lack of federal subsidies for rural insurance. This alert comes as R$ 461.7 million of the R$ 935.6 million allocated for the Rural Insurance Premium Subsidy Program (PSR) for 2026 remains blocked.

Reports indicate that producers are already being charged by insurance companies for premium portions that were originally expected to be covered by federal funds. The department emphasized the urgent need for budget predictability to ensure effective risk management for the 2026/27 summer harvest, which has already begun in several regions.

The Rice Productive Chain Sector Chamber has also expressed concern regarding the lack of predictability, noting that these budget freezes could hinder the contracting of insurance policies during a critical planting period.
