Brazil municipal civil defense receives only 29% of promised federal funds
Data from the National Confederation of Municipalities (CNM) reveals that between 2010 and August 2026, only 29.3% of the R$ 38.7 billion promised by the federal government for municipal civil defense actions was actually transferred to local governments. Total transfers amounted to R$ 10.6 billion.
Between July 1 and August 31, 2026, disasters affected over 4.7 million people across 641 municipalities, leading to states of emergency or public calamity. Economic losses exceeded R$ 8.2 billion, with the agricultural sector suffering the highest impact at R$ 4.16 billion. The Northeast region recorded the largest volume of losses at R$ 3.9 billion, followed by the Southeast with R$ 2.2 billion.
