Brazil needs to double infrastructure investment to meet standards

The National Confederation of Industry (CNI) reports that Brazil must more than double its annual infrastructure investment to reduce the sector's accumulated deficit and meet international standards. In 2024, infrastructure investment totaled R$ 266.8 billion, representing 2.27% of the GDP. To reach necessary levels, this must increase to approximately R$ 550 billion annually, or 4.65% of the GDP.

According to the CNI study, this higher investment level must be maintained for at least 20 years to overcome historical gaps. The report highlights that the private sector already accounts for over 70% of current infrastructure funding, contributing R$ 188.1 billion in 2024.

Parallel to the need for capital, concerns have been raised regarding regulatory stability and legal certainty. Specifically, recent resolutions by the National Agency of Petroleum, Natural Gas and Biofuels (ANP) regarding access to liquefied natural gas (LNG) terminals have sparked debate over whether administrative regulations are exceeding legal boundaries set by the Constitution and existing gas laws.
