Brazil offers free driver's licenses through Habilitação Social 2025

The Habilitação Social 2025 program in Brazil allows low-income individuals to obtain their National Driver's License (CNH) at no cost. In the Distrito Federal, the Department of Transit (Detran DF) is currently accepting applications for this initiative.

To qualify as a 'Cidadão Habilitado' in the Distrito Federal, applicants must be literate, at least 18 years old, residents of the Distrito Federal for at least two years, and registered in CadÚnico. Additionally, they must not have committed medium, serious, or very serious traffic infractions in the last 12 months. Those applying as 'Estudante Habilitado' must be between 18 and 25 years old, have participated in the ENEM in the previous year, and be enrolled in or have completed high school at a public school or through a full scholarship.

General requirements for obtaining a CNH in Brazil include being at least 18 years old, being able to read and write, and possessing a valid CPF and identification document. The process involves registration, identification, aptitude exams, training, and traffic evaluations.
