Brazil: Parallel Lula campaign led by NGO owner involves Ministry of Culture officials

The 'Movimento Cultura com Lula' has emerged as a parallel campaign structure supporting President Luiz Inácio Lula da Silva's reelection efforts. The movement is led by João Paulo Mehl, an individual whose NGO reportedly received R$ 5.6 million in federal government funding.

The initiative utilizes the technological infrastructure of 'Rede Livre', a private network comprising over a thousand pro-government blogs and influencers. The movement involves direct participation from Ministry of Culture officials, including Executive Secretary Márcio Tavares, who serves as the general coordinator, and Roberta Malvão, who coordinates state offices.

While Brazilian law requires all official candidate websites to be declared to the Superior Electoral Court (TSE), the pages and profiles used by this movement are currently unregistered and do not appear in official campaign accounts. Organizers maintain that the movement is a spontaneous, voluntary, and democratic action with no institutional links or public funding ties, asserting that it is not part of the official presidential campaign.
