Brazil PISA 2025 results show stagnant student learning

The PISA 2025 results from the OECD indicate that Brazilian student performance in reading, mathematics, and science has remained largely stagnant compared to 2015 levels. In mathematics, 28% of 15-year-old students reached at least level 2 proficiency, while 49% reached it in reading and 48% in science.

Analysis shows a widening gap in educational inequality. Between 2015 and 2025, the performance gap between the most advantaged and least advantaged students increased, with the top 25% outperforming the bottom 25% by 96 points in science. While the most privileged students showed improvement, the least privileged remained stable.

At the state level, results varied significantly. Ceará reported scores above expected levels based on socioeconomic indicators, particularly in reading and mathematics. The state attributed this to policies such as full-time schooling and the ‘Foco na Aprendizagem’ program. In contrast, Goiás reported mathematics scores below expectations, though it exceeded expectations in reading and science.
