Brazil police investigate diversion of Wi‑Fi contract funds to Bolsonaro documentary

On March 1, São Paulo's Civil Police launched an operation to probe alleged fraud involving Instituto Conhecer Brasil (ICB), which secured a public tender to install 5,000 Wi‑Fi access points in peripheral neighborhoods. Only about 3,200 points were installed, yet the contract priced each point at R$1,800—far above the municipal rate of R$306. Police say roughly R$26 million was advanced without proof of delivery and suspect part of the money was transferred to Go Up Entertainment Ltd., the producer of the documentary “Dark Horse” about former president Jair Bolsonaro.

Separately, left‑wing parliamentarians have asked the Supreme Court to add the financing of the “Dark Horse” film to the ongoing Banco Master investigation. Their petition links the film’s funding—reportedly from businessman Daniel Vorcaro and an associated NGO—to the same public‑contract irregularities highlighted by the police, as well as a R$3.5 million municipal sponsorship for a gospel fair organized by film producer Karina Gama. The lawmakers seek preservation of all communications and a unified probe of the alleged flow of public and private resources.
