Brazil: Political rhetoric and agro-bolsonarismo impact Amazon and elections

Political and environmental dynamics in Brazil are being shaped by regional electoral divides and the impact of political rhetoric on the Amazon. Research indicates that during the Jair Bolsonaro administration, presidential discourse significantly influenced environmental outcomes. A study by researchers from the University of Bonn and the University of Texas found that anti-environmental signals from the presidency were associated with a 17.8% increase in monthly deforestation across 578 municipalities in the Legal Amazon.

This phenomenon, described by legal experts as an ‘informal license to degrade,’ suggests that political rhetoric can lower the perceived cost of illegal activities by signaling tolerance for infractions, even without changing formal laws. This trend coincided with increases in forest fires and satellite-measured forest loss.

On the electoral front, the political landscape is increasingly polarized between the ‘Lulista’ base in the Northeast and the ‘agro-bolsonarismo’ movement in the Amazon and Central-West regions. While President Luiz Inácio Lula da Silva maintains a strong stronghold in the Northeast through social programs, the agro-bolsonarismo movement—driven by intermediate rural producers in soy and cattle expansion areas—has provided a powerful counterweight, leading to narrow margins in national contests.
