In Portugal, a study by the International Workplace Group (IWG) reported that hybrid or flexible work arrangements now outweigh salary in attracting and retaining technology professionals. About 72% of business leaders view hybrid work as crucial, and 78% believe it gives their companies a clear advantage. The same ManpowerGroup survey showed 84% of Portuguese employers face hiring difficulties, especially for IT, data and AI roles. Both countries are shifting toward flexible work models and targeted reskilling to mitigate the growing demand for tech talent.
