Brazil Senate hearing examines AI data center expansion risks
A public hearing held on Tuesday, 4, by the Senate's Commission of Science and Technology (CCT) examined the proposed PL 3.018/2024, which would set rules for the installation and operation of artificial‑intelligence data centers in Brazil. Senators Teresa Leitão (PT‑PE) and Rogério Carvalho (PT‑SE) presented two requests (REQ 11/2026 and REQ 13/2026) to broaden the discussion, inviting experts, consumer groups, environmental NGOs and indigenous representatives.
Experts warned that expanding AI data centers could cause environmental damage, increase water consumption and raise electricity bills for consumers. Igor Britto, executive director of the Institute for Consumer Defense (Idec), noted that such facilities consume large amounts of power without the ability to shift usage to off‑peak hours, forcing costly grid upgrades that would be reflected in tariffs. Idec proposed a specific surcharge for high‑energy‑use sectors, to be calculated by the national electricity regulator (Aneel) based on the activity’s cost to the system.
The bill was authored by Senator Styvenson Valentim (Podemos‑RN) and is being reported by Senator Vanderlan Cardoso (PSD‑GO). The hearing aimed to shape a regulatory framework that balances technological innovation with sustainability, legal certainty and consumer protection.
