Brazil presents waterway projects to Asian investors and seeks NDB financing

Brazil's Ministry of Ports and Airports has presented waterway concession projects to Asian investors during an official mission to China. The portfolio includes the Madeira, Tapajós, Tocantins, and Paraguay rivers, as well as the 'Green Waterway' and the Lagoa Mirim system. Major companies, including China Communications Construction Company (CCCC), China Merchants Port Holdings, COSCO Shipping, and Hutchison Ports, have expressed interest.

To support these infrastructure developments, Minister Tomé Franca met with Dilma Rousseff, president of the New Development Bank (NDB), to discuss financing options. The Ministry intends to present proposals for ports, waterways, and airports to the NDB to secure more favorable funding conditions. This move aims to facilitate participation from BRICS-member companies in Brazilian projects.

Despite investor interest, the sector faces several hurdles. Navigation companies have raised concerns regarding potential new tariffs on currently free rivers and have requested greater transparency in economic studies. Additionally, projects in the Amazon and Central-West regions face challenges related to environmental licensing, community consultations, and potential legal disputes. International negotiations are also ongoing regarding the regulation of the Paraguay River waterway, involving Paraguay and Bolivia.
