Brazil President Vetoes Salary Floor for Zootecnists
The President of Brazil issued a full veto of Bill PL 2.816/2023, which would have added zootecnistas to the salary‑floor law 4.950‑A (1966). The proposal, championed by Senator Zequinha Marinho (Podemos‑PA), had passed the Senate in November 2024 and the Chamber of Deputies in May 2025. Under the bill, zootecnistas would have received the same minimum wage parameters as engineers, chemists, architects, agronomists and veterinarians – six minimum wages for a six‑hour workday (about R$9,700) and an additional 25 % for an eight‑hour day, bringing the total to roughly R$13,400.
The veto was published in the Official Gazette on 27 July and justified on grounds of unconstitutionality and the absence of a fiscal‑impact study, which the government said violated fiscal‑responsibility rules. Ministries of Finance and Planning, together with the Attorney‑General’s Office, endorsed the veto. Congress may still decide to uphold or overturn the presidential decision in a joint session of deputies and senators.
