Brazil proposes higher 2027 budget investment for Defense than Health

The Brazilian government, under President Luiz Inácio Lula da Silva, has proposed a 2027 Budget that allocates more funds to National Defense than to Public Health for the first time during the current administration. The proposal designates R$ 12.7 billion for Defense investments, surpassing the R$ 11.4 billion allocated to Health. Defense ranks as the second-highest area for investment, trailing only the Transport sector, which is slated for R$ 13.8 billion.

These figures specifically cover investments such as infrastructure works and the purchase of permanent equipment, excluding operational costs and maintenance. The Defense budget represents a 60% increase from the R$ 7.95 billion projected for 2026. Key allocations within the Defense sector include R$ 2.8 billion for the FX-2 fighter jet program, R$ 1.8 billion for the Brazilian Airspace Control System, R$ 1.4 billion for nuclear technology development in the Navy, and nearly R$ 1.6 billion for Army modernization involving armored vehicles and the Astros-Fogos missile project.

The Ministry of Planning and Budget stated that this allocation results from rules allowing R$ 5 billion outside fiscal constraints for Defense investments in 2027. Meanwhile, the Ministry of Defense has advocated for a Constitutional Amendment (PEC) to permanently earmark 2% of the GDP for the sector.
