Brazil proposes mandatory anti-racism protocols for schools

A new legislative proposal in Brazil aims to mandate anti-racism protocols within all public and private basic and higher education institutions. Introduced by Deputy Laura Carneiro (PSD-RJ), Bill 3.170/26 seeks to establish a national procedure for preventing, welcoming, and investigating cases of racism, racial injury, and ethnic-racial discrimination.

The proposed protocol intends to eliminate inconsistencies in how educational institutions handle complaints, ensuring that incidents are not dismissed as mere jokes. The framework includes immediate support for victims, qualified listening to prevent re-victimization, impartial investigations, and administrative or pedagogical accountability. The bill must now undergo analysis by the committees on Education, Human Rights, Minorities and Racial Equality, and Constitution, Justice and Citizenship.
