Brazil proposes minimum age for electric bicycle use

A bill currently under consideration in the Brazilian National Congress, Project of Law 4.920/2025, proposes establishing a minimum age of 15 years for operating electric bicycles. Introduced by Federal Deputy Dr. Victor Linhalis, the initiative aims to create national criteria for the use of electric and motorized bicycles to improve street safety.

In addition to the age restriction, the proposal includes several new safety requirements, such as the mandatory use of Inmetro-certified helmets and specific speed limits based on the area of circulation. The bill also suggests a national registry for bicycle identification and establishes penalties for illegal modifications, such as altering motors to increase power or speed.

The legislation is still moving through the legislative process and has not yet become law. The debate follows the increasing use of electric bicycles for both daily commuting and professional activities in Brazilian cities.
