Brazil proposes overhaul of public party financing to strengthen democratic quality
A proposal in Brazil seeks to restructure the distribution of the two main public funding mechanisms for political parties – the Fundo Partidário and the Fundo Especial de Financiamento de Campanha (FEFC). The plan would allocate 60% of funds based on electoral performance, while dedicating 20% to internal party democracy and political education, 10% to transparency, compliance and good governance, and another 10% to programmatic output and social‑policy indicators. The reform aims to shift the current system, which largely rewards quantitative vote totals, toward incentives that promote internal party deliberation, gender and racial representation, accountability and policy‑oriented work.
Separately, the regional electoral prosecutor in Paraíba, Marcos Queiroga, reiterated that the distribution of the electoral fund among candidates remains an internal party decision, as the law does not prescribe detailed rules for apportionment beyond minimal requirements such as a quota for female candidates. He stressed that variations in fund allocation that do not breach legal criteria are not considered electoral irregularities.
