Brazil Government Proposes Free Weekend Public Transport

President Luiz Inácio Lula da Silva has submitted a Constitutional Amendment Proposal (PEC) to the Brazilian Congress to establish free public urban transportation on weekends and holidays. The proposal seeks to fund this initiative by earmarking at least 26.8% of the annual mandatory parliamentary amendments (individual and bench amendments) for transport subsidies.

Based on the 2027 Annual Budget Law projections, which estimate R$ 44.8 billion in mandatory amendments, the measure could allocate approximately R$ 11.2 billion to R$ 12 billion annually toward free transit. The government maintains that this redistribution of existing funds will not increase primary expenditures or impact fiscal targets. The resources would be transferred directly to the states, the Federal District, and municipalities responsible for managing the services.

The administration frames the policy as a way to improve access to culture, leisure, and family life, particularly in the context of discussions regarding the end of the 6x1 work schedule. However, the National Association of Urban Transport Companies (NTU) estimates the actual cost could reach R$ 20 billion per year. The proposal must undergo analysis by congressional committees and two rounds of voting in both the Chamber of Deputies and the Senate to be enacted.
