Brazil proposes tax exemptions and regulatory changes for street vendors
A new legislative proposal in the Brazilian Chamber of Deputies, introduced by Deputy Adriano do Baldy, seeks to grant IPI (Tax on Industrialized Products) exemptions for street vendors purchasing new utility vehicles. The bill targets both individuals and small businesses, covering pickups with a 1.5-ton capacity, cargo vans up to 9 m³, and mixed-use vehicles with an 800 kg payload. To qualify, vendors must have a continuous municipal or state registration for at least 24 months and maintain active status in a recognized association or union.
Separately, the City Hall of Londrina is reviewing a project to update municipal laws regarding street commerce. The proposed changes to the local Code of Postures would allow vendors to use tables and chairs on sidewalks, provided they do not obstruct pedestrian traffic, and permit those using trailers to maintain fixed locations. These adjustments follow demands from the Londrina Street Vendor Association (AADL) and aim to balance entrepreneurship with urban organization.
