Brazil public works face delays and contract extensions

Public works projects in Brazil are facing significant delays and administrative complications. In Tabaporã, the renovation and expansion of the Francisco Saldanha Neto State School has stalled despite a R$ 3.9 million contract awarded in 2023. The project, originally stemming from a 2021 agreement, failed to meet its 2024 delivery deadline due to service interruptions and legal disputes, leading to the termination of the contract with Construtora Las Casas Nova Aliança. A new bidding process is expected.

In São Luís, a R$ 4.4 million contract between the Municipal Institute of Urban Landscape (IMPUR) and GPA Construções e Empreendimentos Ltda. has been extended through five successive amendments. Originally signed in September 2021 for the maintenance and renovation of public spaces, the agreement has been repeatedly prolonged. The most recent amendment in September 2025 extended the contract until September 2026 and included an economic-financial rebalancing that slightly increased the total value.
