Brazil pushes major infrastructure financing: BNDES mobility plan and FDNE capital boost

The National Development Bank (BNDES) presented a study recommending 187 urban mobility projects across Brazil’s 21 largest metropolitan areas, with an estimated cost of R$ 400‑430 billion over up to 30 years. It urged the federal government to allow a fiscal‑framework exception to secure financing for new transit systems such as metros, VLTs and BRT lines, citing specific works like Belo Horizonte’s Line 3, a VLT corridor in Brasília, the BRT Assis Brasil in Porto Alegre, a VLT link to João Pessoa’s airport and metro extensions in Rio de Janeiro.

Separately, the Northeast Development Fund (FDNE) was capitalised with R$ 2.2 billion from the New Development Bank – the multilateral bank of the BRICS nations – and the French Development Agency. The funding will expand credit for structural projects in the Northeast, targeting infrastructure, industry, logistics, low‑carbon energy, biodiversity protection and climate‑adaptation initiatives. Superintendente Francisco Alexandre said the aporte “strengthens a public financing instrument” and will help support the 189 projects that together seek about R$ 113 billion in credit.

Both measures aim to boost long‑term investment, modernise transport networks and promote sustainable development throughout Brazil.
