Brazil regulates sustainable aviation fuel and carbon storage

The Brazilian Federal Government has issued two decrees to advance the national decarbonization agenda, regulating the National Sustainable Aviation Fuel Program (ProBioQAV) and rules for carbon dioxide capture, transport, and geological storage.

Under Decree No. 13.094/2026, domestic airline operators must reduce greenhouse gas emissions by at least 1% starting in 2027, with a gradual increase to 10% by 2037. To facilitate this, the government introduced the Sustainable Aviation Fuel Sustainability Certificate (CS-SAF). This certificate utilizes a ‘book and claim’ model, allowing the environmental benefits of the fuel to be traded separately from the physical product, which helps mitigate logistical constraints.

The National Agency of Petroleum, Natural Gas and Biofuels (ANP) will handle sustainability certification and CS-SAF regulation, while the National Civil Aviation Agency (Anac) will be responsible for monitoring, verifying, and inspecting compliance among operators.
