Brazil regulatory landscape: 8.6 million norms issued since 1988

A study by the Brazilian Institute of Planning and Taxation (IBPT) reveals that Brazil has enacted 8.62 million norms since the 1988 Constitution, averaging 622 new regulations per day. Tax-related legislation accounts for 569,469 of these norms, or approximately 6.6% of the total.

Tax regulation is heavily concentrated at the local level, with municipal norms comprising 58% of the total, followed by state norms at 33.2%, and federal norms at 8.8%. This high volume of legislation presents significant compliance challenges for businesses, accountants, and legal specialists.

In a separate development regarding scientific research, the Federal Revenue Service issued Cosit Consultation Solution No. 200. This measure aims to modernize how public universities acquire essential scientific equipment and supplies by addressing bureaucratic and tax hurdles that have historically hindered research despite increased funding through the National Fund for Scientific and Technological Development (FNDCT).
