Brazil's ex‑banker Daniel Vorcaro's plea deal rejected in Banco Master fraud probe

Prosecutor‑General Paulo Gonet and the Federal Police have dismissed the latest attempts by Daniel Vorcaro, former controller of Banco Master, to negotiate a plea‑deal in the Operation Compliance Zero investigation. Gonet said the defence “tried to reopen the issue, but Gonet closed the doors,” rejecting the proposal as adding no new, relevant information.

Vorcaro’s lawyer approached the Supreme Court’s white hall, but the authorities considered the material already obtained from seized phones sufficient for the case. The same outcome applied to a delation offered by former BRB president Paulo Henrique Costa, which the PGR also rejected, noting its limited utility.

Following the rejections, Vorcaro was transferred from the Federal Police super‑intendence to the 19th Battalion of the DF Military Police (the “Papudinha” prison), where he will serve an initial sanitary‑isolation period, sharing a cell with former President Jair Bolsonaro. The investigation alleges a multibillion‑real fraud scheme involving illicit loans to public servants, manipulation of securities, and alleged losses of around R$ 20 billion to the public coffers.

Political fallout includes Senate President Davi Alcolumbre announcing that the Senate’s legal office will appeal to restore the parliamentary prerogatives of Senator Jaques Wagner, also implicated in the case. PT communication chief Éden Valadares stressed that the scheme originated under the Bolsonaro administration and is being pursued under President Lula’s government, which he said operates with autonomous investigative bodies.
