Brazil reports progress in racial equity indicators for municipal education

The 2026 Equity Diagnosis, prepared by Brazil’s Ministry of Education (MEC) through the Secretariat of Continuing Education, Youth and Adult Literacy, Diversity and Inclusion (Secadi), shows an increase in indicators for implementing ethnic-racial relations education (Erer) policies within municipal school networks.

Key metrics show that institutionalization rose by 17.1 points, moving from 38.7 in 2024 to 55.8 in 2026. The general implementation average in Brazil grew from 26.6 to 34.7 during the same period. These results are attributed to the first two-year execution period of the National Policy for Equity, Education for Ethnic-Racial Relations and Quilombola School Education (Pneerq).

The policies aim to address racial inequalities and reduce the learning gap between Black and white students by promoting diversity, combating racism, and ensuring equitable access and quality learning. The diagnosis evaluates various aspects including management, training, teaching materials, financing, and monitoring.
