Brazil reviews various legislative proposals on labor and social rights
Several legislative proposals are currently under consideration in Brazil, addressing various labor, social, and economic sectors.
In the maritime sector, Bill 5.411/2026 proposes that foreign-flagged vessels operating in Brazilian waters for more than 180 days within a 12-month period must maintain a crew composed of at least 75% Brazilian nationals. Additionally, Bill 5.434/2026 seeks to officially recognize and regulate the profession of tourist buggy drivers nationwide.
Regarding social protections, Bill 5.454/2026 aims to prevent the reduction of application deadlines for the Seguro-Defeso benefit for artisanal fishermen, ensuring they can request it from 30 days before the fishing ban begins until its end. Bill 2462/26 proposes a National Policy for the Protection and Rights of Riverside Women to ensure social inclusion, health, and education for those in remote aquatic environments.
Finally, Bill 5.437/2026 proposes allowing workers to use FGTS funds to purchase land or lots, even without an immediate construction plan, providing greater flexibility in using their labor assets for real estate acquisition.
