Brazil sanitation sector advances toward 2033 legal framework goals
Brazil is working toward sanitation goals established by the 2020 legal framework, which aims to provide potable water to 99% of the population and ensure sewage treatment and collection for 90% of citizens by 2033.
In São Paulo, Sabesp has reportedly accelerated its objectives following its 2023 privatization, with investments tripling. The company aims to meet targets by 2029. However, industry leaders note challenges such as high interest rates (Selic) and high capital expenditure requirements, though financing through BNDES remains a key support mechanism.
In Paraná, the state has reached the top of the State Efficiency Ranking (REE-F). This performance is largely driven by Sanepar, which has invested over 9.5 billion reais between 2021 and 2025. Sanepar currently provides 100% treated water coverage across its concession area and maintains an 82.9% sewage collection rate, significantly exceeding the national average.
