Brazil security debate intensifies over ammunition traceability

A debate regarding the traceability of ammunition has gained significant traction in Brazil, highlighted by a viral video from Almir Lima, a former councilman and municipal guard inspector. Lima’s video, which reached over 3.7 million views in less than 24 hours, discusses the importance of identifying ammunition batches to assist criminal investigations and prevent the diversion of materials from public security forces.

The discussion involves legislative history, specifically a 2019 project supported by Senator Flávio Bolsonaro that sought to remove the requirement for batch marking on ammunition sold to the State. Critics note that such marking has been vital in solving high-profile crimes, including the 2011 assassination of Judge Patrícia Acioli and the investigation into the murder of Marielle Franco.

Research from the Instituto Sou da Paz suggests that the lack of traceability can facilitate the flow of diverted ammunition to criminal factions, such as the Comando Vermelho. The debate also touches upon the impact of expanded firearm access for collectors, marksmen, and hunters (CACs) during the previous administration on the supply chains of militias and organized crime.
