Brazil Senate Commission approves national wage floor for education support staff

The Senate Education and Culture Commission has approved Bill 2.531/2021, which establishes a national minimum wage for public basic education support professionals. The roles covered include school secretaries, cooks, cleaners, doormen, and security guards.

The proposed wage floor is set at 75% of the national teacher's minimum wage for workers with a high school education working up to 40 hours per week. Based on the projected 2026 teacher's floor of R$ 5,130.63, the minimum for these support roles would be R$ 3,847.97. Compensation for different working hours must be proportional.

The National Confederation of Municipalities (CNM) estimates the measure could cost municipalities R$ 20.1 billion annually. The CNM has advocated for federal funding to prevent excessive burden on municipal budgets. The bill now moves to the Economic Affairs Commission (CAE) to evaluate its financial impact.
